The second French gold went to Blandine Pont, who beat Tamar Malca from Israel in the women's -48kg final.
Olympic bronze medalist Chelsie Giles of Britain won the women's -52kg category after beating Spain's Ana Perez Box by an ippon, while Canada's Jessica Klimkait overcame her compatriot Christa Deguchi in the -57kg final fight between two former world champions.
Lasha Nadiradze of Georgia won the men's -66kg category after upsetting Israel's Tal Flicker.
The tournament, organized by the International Judo Federation (IJF), will continue on Friday and Saturday.
